mr.first What to do if the New iPad will not turn on
So, you have recently purchased the New iPad, and, much to your dismay, it either will not turn on at all or will not load past the Apple logo. Before you panic, follow the steps below.

1. Check if the battery is completely discharged. If it is, you will need to charge it for around ten minutes before you will be able to power the device on.
Personally, my iPad came with a full charge. However, you have to activate it before using it. To do so, connect it to a computer with an Internet connection, and follow the instructions that begin on page 27 of the iPad User Guide.
2. One you have got your iPad completely turned on, we suggest that you charge it to 100%, then allow it to discharge to 0 %, and repeat these steps twice more. Doing this allows you to use your battery to its maximum efficiency. For the maximum battery life, always recharge your iPad when its battery is completely drained, and always recharge it to 100% whenever possible.
3. If none of the above advice has helped, there is the option of restoring the iPad through iTunes. However, it is best not to go this route since it is a brand new device. Instead, your best bet if you want to keep the warranty on the device is to contact your dealer or Apple technical support and ask for help.
